The Building Safety Levy (BSL) is arriving soon.
For most local authority building control teams, it will create another significant obligation on top of an already creaking workload.
The BSL isn’t just a new fee to collect. It’s a multi-stage compliance process that stretches across departments, demands precision at every step and requires you to file a quarterly return to MHCLG, whether you’re ready or not. It requires you to check measurements, calculate levy fees, collect payments and create accurate, auditable reports, all while your team is still processing applications, managing inspections and keeping up with everything else they do.
Trying to manage it with a mix of existing tools and spreadsheets you’re likely to find that approach will start showing cracks sooner than expected.
Getting (and keeping) that process right depends on having the right Building Safety Levy complliance software behind it to support your teams.
What is the Building Safety Levy, and what does it mean for your team?
The Building Safety Levy is a Government-mandated charge on new residential developments in England. It was introduced as part of the wider building safety reforms that followed the Hackitt Review, and will apply from 1 October 2026.
It’s designed to fund building safety remediation work, and the responsibility for collecting and administering it sits with local authority building control teams. In practice, that means your team will soon be responsible for a process that goes well beyond its traditional building control role.
For each applicable development, you’ll need to verify that the correct levy applies, check the Gross Internal Area (GIA) of the development to calculate the fee accurately, issue the levy charge to the applicant, collect the payment, and then record everything in a way that feeds into your quarterly return to MHCLG.
That quarterly return is where the administrative weight will really start to show. Every three months, you’ll be required to report your BSL activity to MHCLG in a prescribed format, which means your data needs to be accurate, structured and readily accessible at the point you need it.
For teams that are already stretched, this will be a meaningful addition to an already demanding workload. The BSL doesn’t replace any of your existing responsibilities. It will sit on top of them. And because it involves financial transactions and regulatory reporting, the margin for error is smaller than it might be elsewhere.
Where manual BSL processes break down
The problems with a manual or fragmented approach to BSL compliance tend to start small and grow. Ensuring accurate GIA measurements is a good example.
Your fee calculation depends on getting the combined floor area right. But if your team is working from plans in one system, doing the maths in a spreadsheet and then logging the result somewhere else, errors can creep in. And because the fee flows directly from that figure, a mistake early in the process can have consequences all the way down the line.
Data duplication is a related problem. If the information submitted by an applicant needs to be manually re-entered into your back-office system, and then re-entered again when it comes to reporting, it creates extra work and multiple opportunities for things to go wrong.
Your quarterly MHCLG return is where these issues will probably surface. If you don’t structure and maintain your data throughout each quarter, the reporting exercise will become a significant piece of manual work.
And if MHCLG ever queries a figure, you’ll need to be able to show your workings, which will be much harder to do if your audit trail is spread across several disparate systems and email inboxes.
What joined-up BSL compliance software does
The difference our connected, end-to-end solution can make to managing your BSL obligations is most obvious when you look at how each stage of the BSL process feeds into the next.
Your applicants will submit their BSL-specific applications through Submit-a-Plan, the same platform they already use for building control applications. The forms are tailored to your BSL schedule, so the information you need arrives in the right format from the start. It removes the need to chase incomplete submissions or manually translate emailed documents into usable data. The system automates all that for you.
From there, your team can view and measure floor plans directly within DataSpace Live, using built-in tools that calculate and combine floor areas accurately. There’s no need to switch between platforms or re-enter the figures.
Once your team has verified the GIA, the system applies your BSL-specific fee schedule and produces a clear, documented calculation with a full audit trail behind every figure. That calculation goes to the applicant. Our module integrates with your council’s online payment system, but manages the payment requests and confirmations as well as the payment status, which can be requested and paid against each site master and individual plots.
All the data is logged and structured throughout, and it can all be managed by the client from their Submit-a-Plan hub.
When your quarterly MHCLG return comes around, the reporting function will pull together all the figures you need in the format required. It’s a straightforward task rather than a last-minute scramble, because the work is done progressively throughout the quarter rather than all at once.
That’s what end-to-end BSL compliance software should do. Our system doesn’t just automate individual tasks. It connects the whole process so that information flows cleanly from one stage to the next without anyone having to manually bridge the gaps.
BSL compliance isn’t just a building control problem
While building control will usually manage the core BSL compliance process, planning applications are part of it, too.
Applications need to be cross-referenced with planning permissions to establish whether a development is liable for the levy in the first place. Get that handoff wrong, and you risk either missing a chargeable development or applying the levy where it shouldn’t apply. Meanwhile, your finance team needs visibility of what’s been invoiced and what’s been paid.
If your BSL compliance software is built for only one of those teams, you’re going to end up with information sitting in silos, which is precisely the problem you’re trying to avoid.
Our Building Safety Levy compliance software solution removes that problem at source.
It gives authority-wide access to the relevant parts of the workflow, without requiring everyone to navigate a system that wasn’t built for them. Everyone works from the same data, which means no one has to chase colleagues in other departments for updates that should already be visible to them.
Getting your BSL processes right from the start
Because your MHCLG return will come around every three months, your data problems can quickly compound if you don’t stay on top of them. A GIA error in month one can affect that entire quarter’s return. An untracked payment can create a discrepancy you could still be untangling weeks later.
Setting up a clean, connected workflow in our BSL module is considerably less painful than trying to fix a broken one after two or three quarters of messy data.
Our BSL solution is built on Submit-a-Plan and DataSpace Live, best-in-class software platforms that are already in daily use by local authorities across the UK. This isn’t untested technology being adapted to fit a new requirement. It’s proven functionality, extended and connected specifically for BSL compliance, which makes the process of getting up and running more straightforward than starting from scratch.
No other provider combines a client-facing submission portal, integrated plan checking and back-office compliance, resource and financial management tools in a single BSL solution.
So, if you’re looking at how to manage your BSL compliance obligations properly and build a process you can rely on, that breadth of coverage matters.
